Today many of our members met with management about the latest on Strategic Review impacts to about 400 positions within Fisheries and Oceans Canada across the country. Some of our members here in Ottawa will also have received notices today that their positions have been “affected”. Your Union Local understands that receiving such a notice can be very stressful and cause a lot of anxiety about the future.
I want to reassure our members that your Union Local is closely involved in this process and that we will be ensuring that all Work Force Adjustment provisions of your collective agreement are being adhered to. We are working closely with management and DFO HR team towards the Work Force Adjustment goal of securing continuous indeterminate employment for our members.
What we all need to keep in mind is that being in an ‘affected’ position does not mean you are losing your employment. There are many options available to affected employees. Each affected employee will be assigned an HR Advisor who will help you understand the process and you will work together as a team to find other meaningful employment within the Department, as well as looking at other options and possibilities (for example, retraining).
It is important that you understand your rights under the Work Force Adjustment and that doing so will help relieve some anxieties (see the links to this important information below).
If you have any questions or concerns about the Work Force Adjustment directives, we have arranged to have member drop-in sessions every Tuesday and Thursday at noon to 1:00pm in boardroom 13W131 during the month of December (up to December 22nd).
Again, I want to reiterate that I am confident that the Department will honour their commitment to address most of the staffing reductions through natural attrition (retirements, etc.), deployments, and other measures. I will be working closely with DFO’s Labour Relations team to help ensure reasonable job offers for all of our affected members.

The Work Force Adjustment (WFA) Directive is detailed and lengthy as it deals with very important aspects of continued employment for indeterminate employees in situations where positions are abolished.
- As a general rule, indeterminate employees in affected situations will receive a reasonable job offer (exceptions to this general rule must adhere to stingent rules).
- A reasonable job offer is usually at the same salary level and in the same demographic location.
- Term/casual employees are not protected by the WFA Directive.
- Unions will be notified of affected positions as early as possible.
